ESAP 2 increases capacities of Labour Inspectorates through peer reviews
With an aim to increase the capacities of Western Balkan Labour Inspectorates to address informal employment and undeclared work, ILO ESAP 2 team will organise seven peer reviews during October and November, 2021.
These peer reviews focus on experiential learning and knowledge sharing on labour inspectorates’ functions, organization, methodology, practices and capacities to conduct effective inspections. The peer reviews involve in-person visits to economies participating in the project.
The reviews last two and a half days. On the first day, the peer review teams meet with their colleagues at the Labour Inspectorate offices, with representatives from the ministry of line and social partners. On the second day, the peer review teams join inspectors of the host inspectorate to observe the inspection process and on the third day, the teams deliberate of what they have observed: strengths that could be capitalized by the host and challenges that need to be addressed. The joint peer review team prepare draft conclusions that are presented to and discussed with the host Inspectorate.
The ILO and Western Balkans Labour Inspectorates will use the peer review process and the regional peer review report as basis for designing regional inspections guidelines tailored for detecting undeclared work. To generate evidence on the inspection’s guidelines, they will be tailored to national contexts and pilot-tested by two labour inspectorates. The results will be shared with the Network of Labour Inspectorates in the Western Balkans.

ESAP 2 is a regional 3-year project funded by the European Union (EU) and implemented by the International Labour Organization (ILO) and Regional Cooperation Council.
Joint peer review teams from the labour inspectorates of Bosnia and Herzegovina, Canton Sarajevo, and Kosovo* with their colleagues of the host Inspectorate in Montenegro.
* All references to Kosovo should be understood in the context of United Nations Security Council Resolution 1244 (1999).
